The Citadel was one of a number of forts built in eastern Canada in the 1820s and 30s to defend vulnerable strategic points. Other forts are located at Quebec City, around Montreal and at Kingston, Ontario. The Rideau Canal and the canalization of the lower Ottawa River, and their attendant barracks, were also part of this construction program.
